Utah is the 45th state of the United States, admitted to the Union on January 4, 1896, following a complex and prolonged territorial and political history. Originally part of the vast Utah Territory, established on September 9, 1850, Utah’s boundaries changed over time as portions of the territory became parts of Nevada, Colorado, Wyoming, and Idaho.
The territory was initially settled by Indigenous peoples, including the Ute, Paiute, and Shoshone tribes. In 1847, Mormon pioneers led by Brigham Young arrived, seeking refuge from persecution, and established settlements around the Great Salt Lake. Early efforts to gain statehood included attempts to form a state called Deseret with large boundaries, but these were not recognized by Congress. Federal opposition to Utah’s statehood was significantly due to the Mormon practice of polygamy, which was outlawed and resisted by the U.S. government.
After years of negotiation, the Mormon Church officially renounced polygamy in 1890, ending a major roadblock for statehood. Subsequently, Utah drafted a new constitution prohibiting polygamy, which enabled Congress to pass the enabling act in 1893. Utah was formally admitted as the 45th state on January 4, 1896.
Today, Utah consists of 29 counties and 253 incorporated municipalities. These municipalities include cities (with populations over 1,000) and towns (with populations under 1,000). Cities are classified further by population size into:
- Large cities: Those with populations over 90,000, typically governed by elected mayors.
- Medium cities: Populations between 15,000 and 90,000.
- Small cities: Populations under 15,000, often with governance by trustees or council presidents.
This classification reflects differences in governance forms adapted to municipality size and population.
